Description

Safe Havens is an Economy skill that unlocks the ability to place Latium's Coastal Production Buildings in water. Economy skills primarily improve production by enhancing production buildings, increasing the number of workers available, or unlocking completely new mechanics.

This is a Discovery-type skill, which makes up the majority of skills in the Anno 117 skill tree. To research it, you must first reach it via a research path.
